1. Application for Groundwater Permits:

To abstract groundwater, a valid groundwater permit issued by the appropriate catchment council is required. Apply for a general or specific groundwater permit by completing form GW4 and submitting it to Upper Manyame Sub-Catchment Council (UMSCC) along with the appropriate fee.

Please note that UMSCC covers all Harare's suburbs but excludes certain areas such as Hatcliffe, Chisipite, Chishawasha, Glenlorne, Borrowdale Brooke, and part of Mandara.

2. Application for Authority to Drill Borehole or Sink a Commercial Well:

To obtain authority for drilling, altering, or deepening a borehole or well, submit an application in the form of GW1 to the Catchment Council. The application should include evidence of ownership or land interest, a 1:50,000 scale topographical map indicating property boundaries, and a hydro-census of surrounding boreholes (GW2).

Upper Manyame Sub-Catchment Council (UMSCC) operates as the lowest water planning and management unit in the Manyame River basin, which eventually flows into the Zambezi River. It is divided into ten micro-catchments, managing water in Harare metropolitan, Goromonzi, Marondera, Manyame, and Zvimba districts.

UMSCC consists of various stakeholders, including domestic groundwater users, farmers, miners, local councils, industries, and other relevant groups recognized by the council. It should be noted that UMSCC is not part of ZINWA or the City of Harare Council but operates independently under the Water Act of 1998.
